Allocation of SCARCE Resources in Health Care

Considering an increasingly important role of health economics in decision-making process, as well as still inadequately developed resources in this multidisciplinary field in the health systems of South East Europe, the European Center for Peace and Development UN University for Peace has initiated a series of regional conferences, round tables and meetings for key decision makers in the countries across the Region, with a view to improving and strengthening capacities in this field.

We have the pleasure to invite you to take part in the work of the Fifth ECPD Regional Conference on Health Economics in Opatija, 28-29 September 2018. The Conference continues the studying of relevant topics in the field of health care and extends the tradition of gathering health providers, managers and other decision makers in health care systems in SEE and Central Europe.

The topic of this year is "Allocation of Scarce Resources in Health Care". In spite of the presence of universal public health insurance, demands for all the aspects of health care continue to exceed available resources. Therefore policy makers need to make important decisions on public fund allocation, including decisions on the targeting diseases population groups and interventions.

The problem is that decisions on prioritizing health care needs are complex and multidimensional, while the current process is based on ad - hoc or history-based decisions, or at best - on single or limited benefit dimensions. Consequently, resources cannot be used to the optimal extent.

Resource allocation is an array of activities and decisions which form the basis of prioritizing health care needs: maximizing general population health, reducing health inequalities of disadvantaged or vulnerable groups, and/or responding to life-threatening situations, while observing practical and budgetary constraints. The Conference will discuss these problems and provide current methodological approaches to allocate health care resources in an efficient, transparent, fair and ethical manner that gives legitimacy to the decisions to be made. Beside the main topic, several other relevant issues will also be presented at the Conference.

The Conference will be co-chaired by Prof. Dr. Dušan Keber, former Minister of Health of Slovenia, University of Ljubljana, Prof. Dr. Klaus-Dirk Henke, Public Finance and Health Economics, Technical University in Berlin and Prof. Dr. Ana Stavljenić-Rukavina, Vice-Rector of Libertas International University, former Minister of Health of Croatia.
